Smooth Scrolling For Anchor Links dont’t work with full url followed by the anchor

I followed this tutorial for anchor links that use IDs

But with the full url on the menu does not work the smooth scrolling effect (http://www.mysite.com/#layers-widget-column-16), if I leave only the anchor links works fine.

So how do I make it work the effect with the full url?

    Make sure you are using the correct Javascript – you need the one that targets #, not a named anchor.  You also need to ensure the URL is to your actual site, not “mysite.com”as in the example.  For further troubleshooting please provide your site link so we can see the issue in action.

    Hi, I have exactly the same problem as maxi2004.
    He also perfectly described the problem here.

    I use the correct Javascript, links are: #layers-widget-column-1 etc. Perfecly works but if I use full link 

    
    http://www.mysite.com/#layers-widget-column-1
    
    
     it doesn’t.
    But I can’t use only #layers-widget-column-1 because it does’t work on a subpage (
    http://www.mysite.com/blog/#layers-widget-column-1
    ) —> we want back to 
    http://www.mysite.com/#layers-widget-column-1

    So there is not a solution how can I use smooth scroll effect if I have a subpage, is it?
